That got me all the exact error messages that just trying to run the file with wine gave me. I changed the config file to use builtin only for that dll and it worked. If you are using a native comctl32.dll (test with "WINEDEBUG=+loadll wine ..." to check) try with the version 5.8.xxx.yyy that you can download from www.microsoft.com. (enter "common controls dll" in the search box, to get the link to the download page.)
