You can look at the list of all installed services by running regedit and looknig at HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services - since you already know what services are running, now you should know what services are stopped. If you need more convenient way to do that, run msconfig.exe from Windows. At least the one from 98 or XP should work. Alternatively, if you need to use free software only, you can try msconfig.exe from ReactOS, but I never tried ReactOS or any of its components, so I cannot tell you if it's functional or dummy implementation and how well it will work in Wine.
