I am trying to use wine 1.0 because it was recomened as working the best with Oblivion. http://appdb.winehq.org/objectManager.php?sClass=application&iId=3150 seems to indicate that latest 1.3.x is working correctly. 1.0 is obsolete and not supported anymore. Also, are you compiling a 64-bit wine? If you only need to run 32-bit programs, a 32-bit wine is sufficient (and preferable).
