When will a Quartz Driver happen? My guess is never. To make it really good it really needs to use some ObjC... which they won't allow... which is really odd since Quartz is only on Mac OS X, so the code being portable to other OSes shouldn't be a factor since it should be totally ignored on all other platforms.
