I installed "Empire Deluxe for Windows".
It seems to mostly work (sound, game play, etc.).
I cannot save or restore games though (the file navigator thingy is always empty).
Would somebody be willing to try and debug it? It is abandonware, therefor it can be obtained free from: http://www.the-underdogs.org/game.php?gameid=369
