It can't work a winmodem except maybe a lucent or other Linux-friendly vendor if you have a Linux driver for it. Last I checked TAPI, DUN, RAS and so on are sparsely if at all implemented, and no, I can't fix it: I have no foggiest idea what they are spoze to do, This comes to you by Wine's *File comms functions.
