In the coming weeks, the USGS will begin advertising on USAJOBS (
www.usajobs.gov) to fill the position of Scientist-in-Charge of its
Hawaiian Volcano Observatory. Volcano observatory SIC positions in USGS are
typically rotational with incumbents serving for 3-5 years and then moving
back into a staff position. Tina Neal  will be ending her 5-year assignment
as HVO Scientist-in-Charge this spring.

Though the next SIC will not necessarily have the excitement of the 2018
Kilauea eruption, it will still be a dynamic time to be at HVO with a new
facility being built and a general upgrading of its scientific/monitoring
capabilities in the aftermath of the 2018 eruption.  HVO was founded in
1912 and remains one of the preeminent volcano observatories in the world.
The next SIC will be setting the future path for HVO for the next several
generations.

USGS normally recruits to SIC positions from within USGS, but I have opted
this time to also open recruitment to applicants from outside USGS. If
selected, an outside applicant would become a USGS employee, serve the 3-5
years as SIC, and then rotate into a staff USGS position at HVO. Applicants
must be US citizens.

The primary charge of the HVO Scientist-in-Charge is to oversee and direct
all volcano monitoring studies, hazards assessments, issuance of hazards
warnings, emergency response planning and research on volcanologic
phenomena and associated hazardous processes in Hawaii.  He or she operates
under the direct supervision of the Volcano Science Center Director who
supervises all the USGS volcano observatory scientists-in-charge.

Major duties of the position include:

1) Is delegated the responsibility to issue all warnings and notification
of volcanic unrest and eruptive activity in Hawaii.
2) Serves as the chief USGS spokesperson on Hawaiian eruption information
and potential volcano hazards posed by eruptive activity or volcano-seismic
swarms and other forms of volcanic unrest that may or may not lead to an
eruption.
3) Provides management oversight and scientific leadership for all work
conducted by HVO personnel (including observatory partners) in support of
the mission and objectives of the Volcano Hazards Program.
4) Directly supervises the observatoryâ??s USGS staff numbering 30-40
research and technical support personnel.
5) Develops the HVO annual USGS project proposal, objectives, and budget,
working closely with scientific, technical, and administrative staff
members as well as outside groups.
6) Directs an interdisciplinary, multi-institutional program of volcano
monitoring, hazards recognition and assessment, hazards warnings, and
volcanological research that draws upon disciplines as diverse as geology,
hydrology, geodesy, seismology, geophysics (non-seismic), geochemistry (of
volcanic rocks, thermal waters, volcanic gases), petrology, geomorphology,
meteorology, and satellite remote sensing to investigate eruptive processes
and products, and their attendant hazards.
7) As a member of the USGS Volcano Hazards Program Council, plays a pivotal
role in developing and coordinating short and long-term scientific goals
and project strategy of the observatory including USGS and non-USGS
partners.
8) Demands of supervisory and managerial duties permitting, conducts
research on his/her specialization within geology, geophysics,
geochemistry, volcanology, hydrology, or related geosciences that bear on
the monitoring and mitigation of volcanic hazards.
