[VLAN] Vlan interface weird problem

I have been virtual interfaces for some time now. Off late, I have
noticed a weird problem. when I add an interface an incorrect interface
gets added. For instance , the command
I issued was vconfig add eth0 17 ( vlan id is 17). Now look at
what /proc/net/vlan says

VLAN Dev name    | VLAN ID
Name-Type: VLAN_NAME_TYPE_RAW_PLUS_VID_NO_PAD
eth0.50        | 50  | eth0
eth0.16        | 16  | eth0
eth0.60        | 17  | eth0

cat eth0.17

I do not understand what is going on, as you can see there are other
vlans that were successfully added. The interface that gets added is
always eth0.60. 
Has anyone else noticed this problem ?
