As far as I know, the minimum frame size is 64 octets, since the minimum frame size is determined by the media and timing. Sort of between l1 and l2 ISO layers. 1Q is a sort of l3-ish l2. http://www.informit.com/articles/article.asp?p=21320&seqNum=4&rl=1 says something sane about bit times and framesizes. Anyway, if I recall correctly, there also was something like that there were bugs in firmware in certain kind of switches that assumed that 1Q means a minimum framesize of 68 bytes.
