Try using 2.6.17.8.

or do this:

> ip link set up dev eth0
> modprobe 8021q
> vconfig set_name_type VLAN_PLUS_VID_NO_PAD

sleep 30 (on all systems with e1000)
before adding any vlans.

I've had problems with e1000's because the physical link status
was not properply propagated to the virtual interfaces, and
somehow this prevented from sending packets onto the ethernet.

You will notice that you've been hit by the bug if dmesg says
something about a virtual device asked to queue packet.
