How did created vlans?
try ifconfig if the vlans are really created.
send the output of ifconfig.

Other rules work perfect, only rules witch involvs vlan interfaces doesn't 
work. I tested on diferent boxes: with kernel 2.6.x(FC4 si FC2), with kernel

2.4.27 (Debian and Redhat) same thing.
