The 'virt-install' man page says;

STORAGE OPTIONS
...
startup_policy
It defines what to do with the disk if the source file
is not accessible. See possible values in
<http://www.libvirt.org/formatdomain.html#elementsDisks>
====
That link doesn't reference 'startup_policy' though. Is this
documentation missing?
