Hi The following new series allows virt-manager to setup and use a local-only spice & virgl-enabled VM. It depends on qemu 2.6 and libvirt 1.3.3. After this series, to configure a VM for virgl+spice, you can go to Spice display details, select "Local only", and "GL" and switch the video device to "virtio". To setup a new VM, you'll do similarly during a customize installation. The Fedora 24 pre-release works out of the box and allows easy testing. (notes: a few patches are resent from older series.
