It's defined in the configure.ac, the same is valid for GTK_API_VERSION,
HAVE_SPICE_GTK, HAVE_GTK_VNC and HAVE_OVIRT.
IIRC I had problems using $(VAR) instead of $VAR or ${VAR}.

Suggestions?
