Check virt-manager --debug output when reproducing, and compare that to whatever XML you are passing to virsh. virtinst/deviceinterface.py is the bit that handles building the guest <interface> XML virtManager/netlist.py and ui/netlist.ui contain the bits for the network selection drop down.
