I found solution.
I just need to run
sudo ln -s /usr/share/qemu-linaro/qemu/keymaps/ /usr/share/qemu/keymaps
By some reasons keymaps dir is located in wrong place.
After that VirtManager just works.

Since in this specific case hypervisor = "qemu", the path would be:
/var/log/libvirt/qemu/<machine_name>.log
