There's no reason to manually compile anything.  The German
virt-viewer.mo file should be installed already in some location.
I've no idea about Windows, but on Linux it would be:

/usr/share/locale/de/LC_MESSAGES/virt-viewer.mo

If it hasn't been installed, then contact whoever prepared the Windows
package and get them to fix it.

To use the German version, do:

  LANG=de remote-viewer

Looking through the source, the German translation looks fairly
complete to me.
