Would VDR change channels.conf if dvbscan wrote that field wrongly or just
leave it that way? I wonder if that's a bug.

If the PAT contains the correct CA IDs and the field #9 is 0 or greater than 0xFF,
then VDR will update the CA IDs in channels.conf.

Try enabling the line

//#define DEBUG_CA_DESCRIPTORS 1

in pat.c to see whether the PAT contains CA descriptors.
