IMHO OpenELEC covers all your needs and is still lightweight.

As I understand OpenELEC, it is a lightweight Kodi (XBMC) distro, which
by definition gets VDR out of the way.

No, that is not true. I even helped to better integrate VDR into OpenELEC.
