I've had a problem with seeminly under powered video card using a 8400gs (g98) and little by little am finding out what settings are
needed:

Turning off the droped frame warnings stops it from poping up the box with it floods droped frames. Don't need a popup telling you
you are droping frames when you have freeze frame video
