No, xdipo is a stand-alone program, it requires X running and a lock on the tuner, so vdr has to be stopped. It is not a perfect solution. A perfect solution would be a new or updated rotor plugin. Lacking that, you can visit my howto http://ubuntuforums.org/showthread.php?t=1126258 and download the patched rotor plugin from there. Do not patch it anymore, just enable ROTOR = 1 in your Make.config (with the extensions patch) and it will compile ok and run on startup.
