You probably don't want to force aspect ratio unless you don't care about possibly breaking it. Also, forcing a maxbitrate and then using quantizer is totally pointless. Stick with just a max quantizer only, no minimum and no bitrate limits. Better yet, since that command line is horrible I'd suggest you just search for a script that can generate a good command line for you.
