When a cReceiver is detached from the device, the number of necessary
CA_PMTs may change, and the StartDecrypting() call makes sure that the
CAM knows about this.
StopDecrypting() would stop decrypting entirely, even for the remaining
cReceivers that might still be attached to the device.
