Only Radeons can output a composite sync signal. That's why the secondlink will only work on Radeons.
The simple circuit in the first link merely takes seperate horiz +vertical syncs and combines them into the composite sync required for TVdisplay. As such it will work on any VGA card, but since Thomas' work isrestricted to supporting Radeons, there seems little point to makethings more complex by building a circuit rather than just a few wiresand one resistor :)
Note that pin 9 on the Radeon VGA port will provide +5V for you to feedinto SCART pin 16 to tell your TV that it's an RGB signal. i.e. youdon't need to take a feed from your PC PSU.
