A signal strength problem?

I'm running vdr-1.6.0 with 2 dvb-c cards and CIs.
 
I'm having occasional audio/video problems and getting these messages:

Am I right in thinking this looks like signal strength problems?
 
FEMON reports STR at 71%, SNR 7% and 0 for BER and UNC on card 0 and
STR 37%, SNR 6%, BER/UNC=0 on card 1
