OK. this works
LANG=en_US.utf8 ./vdr -c /etc/vdr -P"softdevice -vo xv:"
I would say, vdr need better recognizing of locales (eliminated of "-" and 
tolower())

Automagicaly it was ever filled with iso8859-15, for all other codepages was 
handmade job
