The technical term is "tearing". You get this when the screen is updated out of sync with the vertical retrace. This often happens on cheap LCD screens if the gfx card outputs a frequency not native to the LCD panel. Try different refresh rates, 50, 56, 60, 66 and 70Hz. Most likely the LCD screen runs at either 56 or 60Hz.

If you still see such problems even with the gfx card outputting the correct frequency, then you need to turn on sync on vertical retrace for your gfx hardware in xorg.conf.
