Ah, so this is the fancy "dynamic pid" effect.  They remove one
stream.  Although, if the removed "program" is not recorded, there
should be no reason to restart. (other than perhaps code simplicity) 

I wonder if the delay is still about PMT_SCAN_TIMEOUT, and setting it
to 1 changes PID setting effect to happen in the beginning of the
programme.
