In the UK, the BBC transmit everything as widescreen, adding black bars to 
the sides for 4:3 transmissions. This works fine for a 16:9 TV but the 
AFD is required for proper display on a 4:3 TV, i.e. the decoder is told 
to zoom to the actual picture. There are also AFDs which do combined 
cropping and zooming for certain aspect ratios, etc.
