Yes, that is very likely the cause, because you don't seem to be using
a good deinterlacing algorithm. See how Reinhard Nissl runs Xine:

For 50 fps output you need to use Greedy2Frame. There may be other
algorithms from tvtime that work better for some cases, but Greedy2Frame
works very well generally. However, you can only use it on a progressive
display like a CRT or LCD monitor, or a modern video projector. You
should also set the screen refresh rate to 75 or 100 Hz.

For interlaced TV output the only choice is to use a deinterlacing
algorithm that ouputs 25 fps video, and that will cause stuttering.
Ideally the picture should not be deinterlaced at all for TV output,
but only some Matrox cards can do that properly, and setting the
driver up for Xine is quite hard.

If you need to use television as a display device, I would recommend
getting a dxr3/Hollywood+ or some FF DVB card and forget vdr-xine.
