Aspect Ratio problems

My TV definately switches automatically, however if DVB is set to 16:9 in
vdr and the transmission is in 4:3 the picture remains squashed.

I am using a Siemens/Fuji FF card with latest cvs drivers - vdr 1.3.31 and
using the composite out from the card.

Is this a driver or vdr problem?
