The /32 says, all 32 bits of the client computer address must match 0.0.0.0. In your network this is obviously not the case. Set LOCAL_NET to 192.168.200.0/24. Vdradmind will compare the first 24 bits of the client address with 192.168.200 which is correct in your LAN. S.
