Make sure you have a channels.conf for your DVB-T region. They are available 
from www.vdr-wiki.de.
On the console output from VDR (xine-plugin), you should find lines like
SetPlayMode: 0
SetPlayMode: 1
[vVMSetDigitalAudioDevice: 0
[aAvV+11+12]
vdr-xine: client connecting ...
vdr-xine: Client connected!
