This mailing list is the core of the util-linux community, the ideal solution is to send at least the initial version of the patches to the list for wide discussion and review. The github is nice for repos if you want to modify just small subset of the patches, or you work on something large for long time, it's also nice backup solution etc. I don't like strict rules, just use common sense :-) (well, except email attachments, it's really painful solution for patches, the best is git-send-email) See also Documentation/howto-contribute.txt and another howtos in the Documentation/.
