Hello,
I git cloned util-linux today from
git clone http://git.kernel.org/cgit/utils/util-linux/util-linux.git

I ran:
./autogen.sh
And I get this error:
(this is with ubutnu 13.04, with ubuntu 12.10 there was no problem)

libtoolize: linking file `m4/lt~obsolete.m4'
configure.ac:126: error: Could not locate the pkg-config autoconf
macros. These are usually located in /usr/share/aclocal/pkg.m4.
If your macros are in a different location, try setting the
    environment variable AL_OPTS="-I/other/macro/dir" before running
    ./autogen.sh or autoreconf again.
