Depreciating rdev

The purpose of rdev is to tune the handful of parameters in the kernel
image used for self booting ( writing the raw kernel image to a floppy,
without a filesystem ).  Self booting is no longer supported, so
shouldn't rdev be marked as depreciated, and not built/installed by
default, to be removed entirely later?
