Note that gnulib calls autoreconf if a version from git-version-gen does not match with $(VERSION) and a dist-* target is requested. I don't think this is an ideal solution, it would be better to somewhere store the latest git tag (.last-version-tag) and check in the top-level Makefile.am if the latest tag is still the same. If there is a new tag then call autoreconf.
