The latest stable util-linux-ng release is 2.18 ...
2.13 is from year 2007, vol_id is dead for more than 1 year.
This is upstream mailing list, we don't provide support for old releases.
Note that mkswap erases the first block on the device since version
2.15 (May 2009).
