Hallo! Recently people have been trying to trim boot times, and the one-second delay in hwclock to read or write the CMOS clock is much more noticable in a 15 second boot than in a 60 second boot. Many machines will have NTP configured and could do without the extra accuracy that the synchronize_to_clock_tick() gives. A patch http://chezphil.org/tmp/hwclock-add-notickwait.patch was given in http://www.debian-administration.org/articles/620 which adds an option --notickwait to hwclock, to skip this synchronisation.
