If you prefer, you can simply pull this from:

  ssh://git.kernel.org/pub/scm/utils/util-linux-ng/keybuk/util-linux-ng.git


It's intended to be used with a udev rule such as the following from
Ubuntu:

KERNEL=="rtc0", IMPORT{file}="/etc/default/rcS"
KERNEL=="rtc0", ENV{UTC}!="yes", ENV{BADYEAR}!="yes", \
	RUN+="/sbin/hwclock --rtc=$root/$name --systz --localtime --noadjfile"
KERNEL=="rtc0", ENV{UTC}!="yes", ENV{BADYEAR}=="yes", \
	RUN+="/sbin/hwclock --rtc=$root/$name --systz --localtime --noadjfile --badyear"
