 the definition is "a command line option to override a default path"

 The command line option should be optional. I think 99% of all users
 is fine with /etc/adjtime.

 It's always bad thing when you can't change a setting (e.g.  paths)
 without recompilation.

 Yes. Maybe the default could be more than one path.

 I don't see a problem to support /etc/adjtime, /var/lib/hwclock/adjtime
 and --adjfile.
