the we have to start by fixing util-linux-ng so that it builds in
such an environment.  gawk sources contains several places where a
chunk of code is under #ifdef LC_something (LC_NUMERIC, LC_COLLATE,
etc.).  We might do the same, or we might have one big check which
would distinguish patforms with full locale support from all others.

[I'm afraid many of you might consider this post obvious and
redundant.  Sorry, I wasn't sure, so I posted.]
