 this is not true for util-linux mount, unfortunately we know nothing
 about a locking code in /sbin/mount.<type> or some others tools.

 To avoid confusion -- the bug is stupid hole in the locking code, but
 this problem is visible only if some other process unlink foreign mtab
 lock file (or someone concurrently runs "rm /etc/mtab~" ).
