Linux now differentiates bween <linux/clk.h> for consumers and <linux/clk-provider.h> for providers. We have been putting everything into <linux/clk.h>, but for new API imported from Linux that's only applicable to clock provider drivers, let's add a <linux/clk-provider.h> header and add them there.
