common/elf.c:
  load_elf_image_phdr()
    elf_hdr_e_phnum() <-- returns 0
    for (i = 0; i < elf_hdr_e_phnum(elf, buf) ; ++i) {
      ... so we will never get here.

Probably we should add a sanity check here and be more verbose in this
case.
