ENV_HANDLING is usable even without explicit loadenv/saveenv command support. Instead of selecting this option from loadenv/saveenv, make this option visible. loadenv/saveenv can then depend on ENV_HANDLING rather than selecting it. This reduces Kconfig dependencies hassles.
