I've run into that on occasion on old hardware.  You can use Antix instead,
or you can tweak the swapfile settings to make it a lot less eager to swap,
by adding these lines to  /etc/sysctl.conf:

vm.swappiness=1
vm.vfs_cache_pressure=200

A big problem with using a distro as old as Stretch is, you can't run a
current browser.  I think Firefox 78 is the newest that will run on Stretch,
at least in my experience.  So as time goes on, it'll be less and less
functional online.
