Whoops, sorry! My mistake. (I am just barely awake, still waiting on coffee.) 

Here is the correct output: 

dpkg: version 2.6.1devuan1 of apt already installed, skipping

I had accidentally inserted an extra .deb, like so: 
apt_2.6.1devuan1_amd64.deb.deb
