This is probably a question for the tde-devel mail list. The How To seems to
be clear, so the question is, if you have installed twin package after
compiling it (together with the dev packages - tdebase/libs etc).

If you have installed everything - you need to check your build scripts.

Unfortunately I am not using rpm, so if you don't get an answer from the
users here, ask this question on the devel list.
