So if you want to use iso-8859-15 make sure it is first in the list in settings and, as long as you don't use e.g. chinese characters your messages will go out in iso-8859-15. It sounds like you want the option to remain on iso-8859-15 instead but that is not the way it works. The option you are changing is a one-time override.
